WhatsApp chatbot for business: costs and rules in 2026

WhatsApp chatbot for business in 2026: costs and rules after Meta's October 2026 pricing change
!

Short answer: a WhatsApp chatbot answers customers automatically on WhatsApp: order status, bookings, prices, opening hours and simple support, handing over to a person when needed. It runs on the WhatsApp Business Platform, where Meta charges per message. Two changes matter in 2026: since 15 January, general-purpose AI assistants are barred but business bots are allowed, and since 1 October, only the first 1,000 service messages per number each month are free.

We build WhatsApp automations for businesses in India and abroad, and the question we hear first is “what will it cost?”. The answer changed this month. This guide uses Meta’s own pricing documentation, checked on 20 October 2026, so you can plan with current numbers.

WhatsApp Business app or a chatbot?

WhatsApp Business app WhatsApp Business Platform (chatbot)
Cost Free Per message delivered, see below
Automation Greeting, away message, quick replies Full bot: menus, order lookups, bookings, AI answers
Users A few phones Any number of agents through a dashboard
Connects to your systems No Yes: website, store, CRM, booking software
Best for A shop answering a few chats a day Many chats, repeat questions, after-hours replies

If you answer fewer than a few dozen chats a day and most need a person, the free app is enough. A bot pays off when the same questions come again and again, or customers message after you close.

How much does a WhatsApp chatbot cost in 2026?

Since 1 July 2025, Meta charges per message delivered, not per conversation, and customers never pay for messages they send. Meta’s pricing page sorts business messages into types:

Message type Example Charged?
Service Replies to a customer inside the 24-hour window First 1,000 per number each month free, then charged
Utility template Order confirmation, delivery update Charged, including inside the window since 1 Oct 2026
Authentication template One-time passwords Charged
Marketing template Offers, new arrivals, festival greetings Charged
Anything in the free entry point window Replies to someone who came from a click-to-WhatsApp ad Free for up to 7 days (except Meta Business Agent messages)
Meta WhatsApp Business Platform pricing: for each business phone number Meta provides 1,000 free service messages per month, which do not roll over; Meta charges from the 1,001st service message

India has its own rupee rate card, and Meta’s page notes that India’s marketing rate went up on 1 January 2026. It also says businesses and providers billed for India in other currencies must move to rupee billing by 31 December 2026. Check the current rate card before you plan a campaign, and add the fee of your Business Solution Provider, if you use one.

What changed with AI chatbots on WhatsApp?

In October 2025 Meta changed the WhatsApp Business Solution terms, and from 15 January 2026 AI companies can no longer offer general-purpose assistants over the platform. TechCrunch reported that Meta said businesses using AI for customer service, such as a travel company’s support bot, are not affected.

In practice:

  • Allowed: a bot that uses AI to answer questions about your products, orders, bookings and policies.
  • Not allowed: offering a general “ask me anything” AI assistant over WhatsApp as the product itself.

Keep your bot focused on your business, and Meta’s policy is on your side.

What should a business WhatsApp bot do?

  1. Answer the top ten questions. Timings, location, prices, delivery areas, return policy. Pull them from your real chats.
  2. Look things up. Order status from your store, appointment slots from your booking system.
  3. Take simple actions. Book, reschedule or cancel an appointment; collect a lead’s name and need.
  4. Hand over to a person. A clear “talk to our team” option, and an automatic hand-over for complaints and anything the bot is unsure about.
  5. Send only useful updates. Order and delivery updates people expect. Every template now costs money, so fewer, better messages.

How do you keep costs down?

  • Answer inside the 24-hour window. A fast reply keeps the conversation in service messages, the cheapest kind, with 1,000 free a month.
  • Use click-to-WhatsApp ads for campaigns. Replies in the free entry point window are not charged for up to 7 days.
  • Cut marketing blasts. Send offers to people who asked for them, not your whole contact list.
  • Use one number per business line. The 1,000 free service messages are per number.

Rules to follow

Rule Why
Message people outside the 24-hour window only with approved templates and their opt-in Meta’s rules; breaking them gets numbers limited or blocked
Tell people they are talking to a bot, and offer a person Trust, and less anger when the bot gets it wrong
Keep the bot to your business General-purpose AI assistants are barred since January 2026
Handle personal data carefully Privacy law applies, such as India’s Digital Personal Data Protection Act, 2023

Common questions

Is a WhatsApp chatbot free?

The WhatsApp Business app is free but has no real chatbot, only greeting and away messages and quick replies. A chatbot needs the WhatsApp Business Platform, where Meta charges per message delivered. Since 1 October 2026 each business number gets 1,000 free service messages a month; marketing, utility and authentication templates are charged.

What changed in WhatsApp pricing in October 2026?

According to Meta’s pricing page, service messages are no longer fully free: each business phone number gets 1,000 free service messages a month, which do not roll over, and Meta charges from the 1,001st. Utility messages sent inside the customer service window, free since July 2025, are charged from 1 October 2026.

Can I put ChatGPT on WhatsApp for my business?

You can use an AI model inside a bot that answers questions about your own business, such as orders, bookings and support. What Meta’s terms bar, since 15 January 2026, is offering a general-purpose AI assistant as the product itself, which affected assistants such as ChatGPT.

What is the 24-hour customer service window?

When a customer messages you, a 24-hour window opens, and it resets every time they message or call again. Inside it you can reply freely. Outside it you can only send approved template messages, and only to people who have opted in.

What is the free entry point window?

If someone messages you from a click-to-WhatsApp ad on Android or iOS and you reply in time, Meta does not charge for your marketing, utility, authentication or service messages in that window, which can stay open for up to 7 days.

Do I need the WhatsApp Business API for a chatbot?

Yes, for an automated bot. Businesses reach the WhatsApp Business Platform directly through Meta’s Cloud API or through a Business Solution Provider, which adds a dashboard and bot builder on top.

Sources checked on 20 October 2026: Meta for Developers, WhatsApp Business Platform pricing and TechCrunch, 18 October 2025, on the WhatsApp Business terms change. Meta updates its pricing often; check the current rate card for your country before you budget.
